● Local Hazard Mitigation Plan Update Announcement

The Town of Bristol is looking for the public’s assistance in identifying local hazards to aid in updating our Local Hazard Mitigation Plan (LHMP).

As mandated by the Disaster Mitigation Act of 2000, all municipalities are required to complete a Local Hazard Mitigation Plan every five (5) years in order to qualify for FEMA funding should a disaster occur.  The purpose of the plan is to identify threats and hazards such as flooding, winter storms, power failures, windstorms, landslides, pandemics, cyber-attacks etc., and then determine appropriate mitigation efforts that can aid municipalities in reducing risk and recovery from such natural, technological, and human-caused hazards.

The Town of Bristol has begun the plan update process and is looking for input from Bristol residents, business owners, and property owners to help identify hazards that impact our community.  Please contact Town Administrator Valerie Capels at (802) 453-2410 ext. 1 or townadmin@bristolvt.org with any input or questions.  The current Local Hazard Mitigation Plan can be reviewed at the Town Office, Lawrence Memorial Library, and on the Bristol Web site HERE

● VACANCY: Bristol Town Health Officer

The Town of Bristol is seeking citizens interested to serve as the Town Health Officer.  The THO is responsible for investigating possible public health hazards and risks within the town and working with the Selectboard as the Board of Health.  Medical training is not necessary; knowledge of building trades is helpful.  The THO is appointed by the Vermont Commissioner of Health to a 3-year term upon recommendation by the Selectboard.  Please submit a letter of interest or e-mail to the Bristol Selectboard, P.O. ● JOB OPPORTUNITY: Zoning & Planning Administrator

The Town of Bristol is seeking a part-time Zoning & Planning Administrator. Duties include implementing the Town of Bristol’s Unified Development Regulations, which includes zoning and subdivision bylaws, floodplain regulations, and a downtown design review district; administering the permit and development review process; enforcement actions for non-compliance; assistance to the public; and assistance to the Planning Commission, Development Review Board, Downtown Review Commission and other Town officials.  The ZPA also serves as the E-911 Coordinator.  The position entails evening meetings and flexible daytime work at the Town Office, estimated at approximately 20 hours per week.

BRISTOL SELECTBOARD

PROPOSED AMENDMENT TO UNIFIED DEVELOPMENT BYLAWS

December 11 and December 18, 2023, 7:00pm

The Bristol Selectboard will hold hybrid public hearings on Monday, December 11 and Monday, December 18, 2023, 7:00pm, on the proposed amendments to the Bristol Unified Development Regulations (UDR) as proposed by the Bristol Planning Commission.  This hearing is held pursuant to 24 V.S.A. 4442 and 24 V.S.A. 4444.

STATEMENT OF PURPOSE AND AREAS OF TOWN AFFECTED

The principal purpose of the proposed development bylaw amendments is to make revisions that would enable the creation of more housing in the Village Planning Area, traditionally the village and some outlying areas, consistent with the Town Plan using aspects detailed in “Enabling Better Places: A Zoning Guide for Vermont Neighborhoods” published by the Vermont Agency of Commerce & Community Development.  Additionally, the proposed amendments will implement reforms required by S.100 (Act 47) known as the “Housing Opportunities Made for Everyone.

The following list highlights the Articles and other topics substantially amended in the proposed document. Other minor changes are also proposed.

(1) Article II: adjustments to the Dimensional Standards to provide greater flexibility for residential use/housing in Village Business (VB) and Village Mixed (VM); a portion of Village Residential (VR) was move to High Density Residential (HDR).

(2) Article IV: added parameters identifying “clearly subordinate” with regard to an Accessory Dwelling Unit (ADU).

(3) Article X: definitions, including but not limited to Business Yard, Hotel, and Inn/Guest Facility.
