Class 1 Paving/Main Street Lighting & Sidewalk Project

Project Location: 

Beginning on VT Route 116 in Bristol near the intersection of Airport Road at mile marker 6.006 then running north for 1.230 miles and ending at Class I/State Highway limit at mile marker 7.263 in Bristol.

Project Description: 

Work will consist of coarse milling the existing pavement to a 2” depth, then placing a 1/2” lift of Type IVS pavement to level the road surface, followed by a 1-1/2” lift of Type IVS pavement as the final wearing surface. Prior to the placement of the final wearing surface utility valves and drainage structures within the roadway will be adjusted as necessary.  Sidewalk ramps and pedestrian crossing infrastructure will be replaced and upgraded to meet current ADA standards. Some minor drainage work will occur near and along the edge of the pavement. Signs will also be replaced and upgraded as necessary to meet current specifications in the Manual on Uniform Traffic Control Devices (MUTCD). This project is incorporated under a larger composite contract with the Vergennes STP PC20(1) Class I paving project.

This project is also administering a local project known as the Bristol Main Street Lighting & Sidewalk Project. This work begins near the intersection of North Street/South Street/Main Street and extends northerly to a point near the National Bank of Middlebury. This work entails new sidewalk, imprinted concrete, and curbing on the east portion of Main Street.The west side of Main Street will receive new curbing and imprinted concrete. The existing street lighting system will be replaced in-kind with new electrical conduit, foundations/concrete pedestals, and light fixtures.

Project Timeline:

Construction will begin in the spring months of 2020 and will end in the fall of 2020. Work between the intersection of North Street/South Street/Main Street to a point near the National Bank of Middlebury at mile marker 6.719 will be done between the hours of 7:00 pm and 6:00 am the next calendar day.

  • Paving of driveway aprons is scheduled for completion next week, weather permitting. Inclement weather has been pushing the paving schedule back.
  • Top soiling, seeding and mulching is nearly complete. Motorists should refrain from parking or driving on these areas, particularly while turf is being established.
  • Once driveway aprons are completed, crews will begin to work on miscellaneous items and details that remain to be completed prior to the project coming to a close.
  • This will be the last regular construction update for this project. The contractor will continue with miscellaneous final inspection items over the course of the next few weeks, but these activities will not have a significant impact on the flow of traffic.

  • Day work tomorrow (Friday, 10/2) includes paving of side roads if the weather permits. Paving of driveway aprons may take place as well.

  • Monday/Tuesday (9/28-9/29)- Layout of location for permanent lines will take place. This will be completed during the day.
  • Wednesday 9/30- Long yellow and white lines will be painted. Crews will begin late afternoon into the night. Expect to see line striping operations progress through the night work area beginning at approximately 7:00 p.m.
  • Thursday/Friday (10/1-10/2). Roadway markings and symbols other than long lines will be painted. Crews are scheduled to start at 7 p.m.
  • If necessary, crews will work on Sunday 10/4 in order to finish any remaining roadway markings. This would be night work, start time of 7:00 p.m.

  • Friday 9/25 – Paving to begin at approximately 2:00 a.m. Crews will pave the opposite lane through the night work area to the western limit of the project (Airport Rd.). Paving will continue throughout the afternoon.
  • Monday, 9/28 – Crews will begin paving side roads.

  • Planned construction activities, week of 8/10: Stamped concrete work will continue Monday through Thursday evenings, approximately 7:00-11:00 PM each night. Although it is unlikely that all of the stamped concrete will be finished by the end of the next week, it is expected that a significant majority of this work will be completed.
  • Look Ahead: Final paving has yet to be scheduled, but it can be anticipated that paving will occur in the next few weeks.

COMPLETED WORK:

  • Flashing pedestrian signal beacons are installed and operational
  • The bollards around the two hydrants located in the downtown/business area (near Vermont Tree Goods and in front of Cubber’s) have been installed.
  • A majority of the stamped concrete on the north sidewalk should be completed by the end of this week.

  • Crews will begin prep work for the stamped concrete areas on the north sidewalk on Monday night. Beginning Tuesday night and continuing through Thursday, the cement for the stamped concrete will be placed in prepped areas.

  • The concrete step at Wokky’s and in front of the entrances at the attorney’s office have been poured.

  • Friday, 7/24: Crews will be pouring the concrete step in front of Kimball’s early tomorrow morning, prior to business hours. The ramp at this location will be replaced and remain for a few more days while the concrete step cures.
  • The step in front of Wokky’s will be replaced and made wider. This will occur tomorrow prior to business hours. A ramp will be put into place and remain for a few days while the new step cures.
  • Two concrete steps will be added (one at each entrance) at the James Dumont Attorney office space. Access will be maintained at this location.
  • The sidewalk ramps at the Bank of Middlebury will be poured tomorrow and crews will be pouring concrete for the remaining sidewalk ramps at various locations throughout the project as well.
  • Week of 7/30: Crews will be working on adjusting storm drain and water valve structure elevations. One-way alternating traffic may be required in these areas depending on the location of the structure(s).
  • Permanent traffic sign installation is scheduled to begin on Thursday next week. This operation should have a minimal impact on the flow of traffic.
  • Look Ahead: Stamped concrete work is currently being scheduled and may begin late in the week next week. It is more likely that this work will occur during the week of 8/3. Stamped concrete will be completed as night work.
  • Installation of four bollards (2 at each hydrant location–by Vermont Tree Goods and Cubber’s) is currently being scheduled. This work may occur as early as next week.

COMPLETED WORK:

  • The sidewalk panels located at Kimball’s store have been poured.
  • The rapid-flash pedestrian beacon foundations at the crossing by the Bank of Middlebury have been completed.

  • Day Work: A crew will be digging and pouring the foundations for the new flashing beacons which will be located at the pedestrian crossings by the bank of Middlebury and at the traffic light. This work is scheduled to begin at approximately 6:00 AM on Tuesday, 7/21, and should take until mid-morning to complete.
  • Once the flashing beacon foundations have been completed, the sidewalk panels at these locations can be poured. Pouring the sidewalk panels has yet to be scheduled.
  • Sign crews are scheduled to begin installing new traffic signs throughout the project later in the week next week (Thursday/Friday).
  • Sidewalk work within the day time work area is planned for Thursday and Friday next week.

  • Sidewalk work at the Bank of Middlebury will continue tonight. The concrete panels will be poured tonight at this location.
  • Sidewalk work will continue throughout the week of 7/12 on the south sidewalks. Crews will continue to prep sidewalk areas, build forms for the concrete panels, and pour the cement for the sidewalk sections. Any remaining curb work will continue as well. Sidewalk and curb work on the south side is currently scheduled for completion by the end of next week, weather permitting.
  • The sidewalk at Kimball’s will be poured once the granite step needed at this location has arrived and has been installed.
  • New bollards will be installed by the hydrant at Vermont Tree Goods and by Cubber’s. This will be done at night.
  • Day Work: Crews will continue to work on paved gutters. Depending on weather and temperatures, paved gutters may be completed by the end of the day Friday. Otherwise, this work will be completed on Monday, 7/20.
  • It is possible that some sidewalk work will occur next week in the day work areas east and west of the downtown/night work limits. This work will have minimal impact on traffic.
  • As a “look ahead”, a sign crew is currently scheduled for the week of 7/20 for the installation of new signs. Please be aware that this is subject to change.

  • There will be both day work and night work next week on the project. Allowable night work hours are 7:00 PM to 6:00 AM per the contract for this project.
  • On Sunday, 5/31 crews will continue removing and resetting the curb on the North sidewalk. Once the Northside has been completed, crews will move to the South sidewalk. Curb removal and resetting will likely take longer than one week to complete.
  • Crews will continue with work on running electrical conduit for the new light poles on the South sidewalk.
  • Residents can expect the same type of operations and activities that have previously been occurring during daytime hours. Light towers and construction equipment will be in use. Residents should expect construction noise throughout the night.
  • Daytime work next week will consist of milling operations. On Monday, 6/1 milling will begin on the west side of the signalized intersection and continue to progress west toward the project limits near the high school. It will take approximately 2-3 days to complete milling in this area.
  • Once milling on the west end of the project has been completed, crews will move to the east end (by the Bank of Middlebury) and mill towards Prayer Rock. This section will take approximately 2-3 days.

TRAFFIC IMPACTS:

Expect alternating one-way traffic in the area of the active milling operation. Delays should be expected and motorists should add extra time to their travel plans.

Crews are scheduled to mill from the Bank of Middlebury and progress west to the signalized intersection (North Street). If time and weather allow, milling will progress to the west end of the green. Planned Construction Activities:
Brick pavers have been removed from the sidewalks on both sides of the street downtown.

Crews will continue excavating and installing new light pole foundations along the sidewalks between North Street and the National Bank of Middlebury. Sidewalk excavation will be limited to the area directly around the light pole bases in this section of the project. Access to businesses and residences will be maintained at all times.

Crews will continue to set light pole bases and connect conduit for the entire week next week.

Some parking spaces will be closed off during construction hours in order to perform this work.

Construction light towers will continue to remain in use each night in order to provide adequate lighting while street lights are being replaced.
