Emerald Ash Borer Strategic Plan Committee

The Emerald Ash Borer Strategic Plan Committee was established in 2020 by the Selectboard with the mission to update and broaden the 2014 street tree inventory to identify the location and condition of all ash trees on public properties, including along neighborhood streets, within public parks, and along roadways.

Scope and Schedule Overview

February – April 2020
Solicit volunteers to serve on a new EAB Strategic Plan Committee. Selectboard appointments in March or April. Organizational meeting of the Committee in April.

April – May 2020
Obtain iPads and safety vests from the VT Dept. of Forests, Parks, and Recreation on loan. Arrange for training on use of “Collector” for ArcGIS. Each person will have use of an iPad and safety vest to conduct the inventory(ies) as their schedules allow during the inventory phase.

May – August 2020
Tree Warden and volunteers inventory the Village streets, Town parks, and public roadsides to identify the ash trees that are in the public rights-of-way. This will be accomplished with personal vehicles, walking alongside public roads, and walking the park lands to identify the trees and assess their hazard level.

August – September 2020
The ACRPC will prepare maps with the locations of ash trees on Town properties and in the rights-of-ways. The trees will be labeled as high, mid, or low priority for removal or treatment based on the Tree Warden’s recommendations.

September – December 2020
The Committee, Tree Warden, and Town Administrator will meet to review the information and work together on development of the recommendations, strategies, and development of the strategic plan. The recommendations will be shared with the Selectboard for their feedback and input on the budget and timeline. A public information meeting will be held to share the results and get community feedback.

November – December 2020
The EAB Strategic Management Plan will be finalized that will prioritize the trees that need to be treated, removed, and/or replaced. This plan will include cost estimates and a timeline and will provide a basis for FY2021 general fund and capital budgeting.
